The tool measures how loud the whole recording is and sets it to −16 LUFS, a common level for podcasts and speech: a quiet file gets louder, a very loud one a little quieter. Peaks are held down so the sound doesn't distort. The whole file gets the same change, so quiet and loud parts keep their balance.
